Chapter I General Provisions
Article 1 In order to standardize the financial management of Liaocheng Cross-border E-commerce Association (hereinafter referred to as Liaocheng Cross-border E-commerce Association) and better promote the development of the work of Liaocheng Cross-border E-commerce Association, this system is formulated according to the actual situation of this municipality.
Article 2 This system is formulated in accordance with the Accounting Law of the People's Republic of China, the Accounting Basic Work Standards, the Accounting System of Non-governmental Non-profit Organizations and other relevant laws and regulations as well as the Articles of Association of Liaocheng Cross-border E-commerce.
Article 3 The model countries for the implementation of this system include: Liaocheng Cross-border E-commerce Association and representative institutions. Members of units with legal person status shall be restricted to execution.
Article 4 This system is the basic system of financial work of Liaocheng Cross-border E-commerce Association, and the financial management standard that all financial personnel and members should abide by.
Chapter III financial management structure and mode
Article 10 Financial management system. The financial management system of Liaocheng Cross-border E-commerce Association and its representative institutions consists of the financial management Committee and independent financial departments.
Article 11 Liaocheng Cross-border E-commerce Association and its representative agencies have reported the need to establish a financial management committee as the financial management supervision body. The Financial Management Committee is composed of 2 to 5 senior members who are familiar with financial management. Article 14 Duties and Responsibilities of the Financial Control Committee.
(1) To examine the annual financial budget and final accounts report and submit it to the directors for decision.
(2) Supervise the implementation of the current year's appropriation budget, examine and approve the alteration of the budget or the appropriation exceeding the budget and report it to the Board of Directors for discussion and decision. Make recommendations on the use of extrabudgetary funds and submit them to the Council for decision.
(3) To supervise and audit the financial situation of fund-raising activities and service activities.
(IV) To be responsible for organizing the audit of the annual production affairs.
(5) Formulate relevant financial management systems and submit them to the Board of Directors for approval. To guide the financial work of the subordinate branch.
Article 15 Job responsibilities of the chief financial officer.
(1) Organizing the preparation of annual budget and final accounts reports.
(2) Strictly implement the annual outlaying and track and supervise the implementation. Any change in the outlaying or the use of outlaying beyond the budget shall be submitted to the Financial Management Committee for examination and approval and to the Board of Directors for discussion and approval.
(3) Responsible for managing financial work, training financial personnel at the level and affiliated institutions and deducing daily work;
(IV) Participating in decisions involving economic interests, assisting in organizing the bidding and tendering of various bulk purchases (including goods purchase, project purchase, etc.).
(5) To participate in the meetings and work of the Financial Control Committee.

Article 16 Responsibilities of financial Department of Liaocheng Cross-border E-commerce Association. Responsible for accounting, financial management, financial supervision and financial reporting: handle related annual inspection and tax-related affairs, implement internal audit and cooperate with external audit, etc., provide management and services for various activities. The financial department of Liaocheng Cross-border E-commerce Association is responsible for guiding and managing the financial work of its branches and regularly merging its financial reports and financial statements: The financial reports, accounting reports and accounting statements of all institutions shall be put on record.
Article 17 The financial department of the representative institution of Liaocheng Cross-border E-commerce Association shall be the responsibility of the financial settlement center. The production department or financial settlement center of representative institutions of Liaocheng Cross-border E-commerce Association is a non-independent legal entity. It is an extension of the financial department of Liaocheng Cross-border E-commerce Association and an important part of the verification system of financial accounting and fund settlement of the association. It shares the function of financial management with the financial department of Liaocheng Cross-border E-commerce Association.
The financial department of each representative office or the financial settlement center shall regularly submit financial reports and statements to the Association, accept the financial supervision and application of the Association, be responsible for the settlement and management of financial revenues and expenditures, undertake accounting, financial management, financial supervision, budgeting and the preparation and submission of financial reports, handle the relevant annual inspection and tax-related affairs. As well as the implementation of internal audit and external audit work responsibilities, to provide services for various activities in the jurisdiction.
The financial department or financial settlement center of each representative institution shall separately account for its funds. Separately accounting administrative expenses and service expenses.
Article 18 Work duties of accounting personnel.
(I) Responsible for financial management and coordination to ensure the smooth running of daily financial work.
(2) Timely handle accounting business, prepare and submit financial reports as required by the Board of Directors.
(3) Conducting regular statistical analysis of financial information and evaluating the operation of funds.
(IV) Participate in daily activities and make economic analysis or suggestions for the project.
(v) To complete other work arranged by the Council and relevant leaders.
Article 19 Duties of cashiers.
(1) To be responsible for the management of revenue and expenditure of funds. Keep cash journal and bank journal timely and accurately.
(2) When receiving and paying the funds, strictly implement the relevant management procedures and ensure the safety and integrity of the funds seriously, carefully and prudently.
(III) Responsible for keeping blank receipts, cheques and other instruments, using and preparing the instruments of the Association according to regulations.
Liaocheng Cross-border E-commerce Association information disclosure system
(I) In order to strengthen the integrity and self-discipline of Liaocheng Cross-border E-commerce Association, standardize the information disclosure work, and ensure the truth, accuracy, completeness and timeliness of information, this system is formulated according to the Articles of Association of Liaocheng Cross-border E-commerce Association, a service organization for Small and medium-sized Enterprises in Liaocheng.
(II) Information disclosure as mentioned in this system refers to the act of voluntarily disclosing the basic information, business activity information, information required to be disclosed by the management authority of the Liaocheng Cross-border E-commerce Association and other information deemed necessary to be disclosed by the Board of directors through internal journals and wechat official accounts.
(III) The main contents of information disclosure of Liaocheng Cross-border E-commerce Association include:

(4) The Liaocheng Cross-border E-commerce Association shall publicize the resolutions of its members' congress and board of directors to its members.
(v) In case of any event related to the Liaocheng Cross-border E-commerce Association and having significant social impact that is concerned by members or the public, the Liaocheng Cross-border E-commerce Association shall make an interim report publicly to the members or the society and respond promptly.
(VI) Information disclosure is the continuous responsibility of Liaocheng Cross-border E-commerce Association. It shall conduct information disclosure in good faith and strictly, and ensure that there is no false record, misleading statement or major omission of information. Information involving state secrets, trade secrets, personal privacy and other information not to be disclosed according to law shall not be disclosed.
(VII) The Board of the Liaocheng Cross-border E-commerce Association authorizes the Secretariat to be responsible for organizing and coordinating the information disclosure affairs of the Association.
(8) Information disclosure and release shall strictly follow the following procedures:
1. The head of the department that provides the information shall review the information and sign for confirmation;
2. The deputy Secretary-General in charge shall review and sign for confirmation;
3. Issued by the Secretary-General or a person authorized by the Secretary-General;
4. The office shall be responsible for publishing.
(9) Without the resolution of the Board of Directors or the authorization of the President (Secretary-General), the director shall not release the unauthorized information of the Liaocheng Cross-border E-commerce Association to the public in his personal name on behalf of the Association or the Board of Directors.
(10) The Board of Supervisors and individual supervisors shall not, on behalf of the Liaocheng Cross-border E-commerce Association, release information to the member congress and the media that has not been disclosed by the Liaocheng Cross-border E-commerce Association.
(11) The directors, supervisors and other staff of Liaocheng Cross-border E-commerce Association shall have the responsibility and obligation to keep confidential the unpublicized information that has a significant impact on Liaocheng Cross-border E-commerce Association and shall not divulge it; Otherwise, the resulting adverse effects bear full responsibility.
(12) If the information published by Liaocheng Cross-border E-commerce Association is inaccurate, it shall timely issue a correction announcement and declare that the original information is invalid.
(13) If the contents are not disclosed due to the dereliction of duty of the relevant personnel of Liaocheng Cross-border E-commerce Association, which has an impact on the industry, it shall be punished.
(14) This system shall come into force after being deliberated and adopted by the Board of Directors.
Deliberation by the General Assembly or the Council (Standing Council).
Article 56 If the Council (Standing Council) violates laws, regulations or articles of association and causes losses to the Council, the directors (Standing Council) participating in the deliberation shall bear the responsibility. However, if it is proved that he opposed the vote and it is recorded in the minutes of the meeting, the director (standing director) may be exempted from liability.
Article 57 Prior to the replacement of its legal representative or the replacement of its legal representative, the organization must accept the financial audit organized by the organization registration and administration authority. If the legal representative of the Commission violates the Regulations on the Registration and Administration of Social Organizations, the Measures of Shandong Province for the Implementation of the Regulations on the Registration and Administration of Social Organizations and the Articles of Association during his term of office, the legal representative shall bear relevant responsibilities. If the legal representative of the Commission commits dereliction of duty, resulting in illegal acts of the Commission or property losses of the Commission, the legal representative shall bear personal liability
Article 58 All assets of the Club and their appreciation shall be owned by the Club, and no single person or individual shall seize, privately divide or misappropriate them, nor shall they be distributed among the members.
Article 59 The wages, insurance and welfare benefits of the full-time staff of this organization shall be subject to the relevant provisions of the state and this province.
Chapter VIII Information disclosure and credit commitment
Article 60 In accordance with relevant policies and regulations, the Council shall fulfill the obligation of information disclosure, establish an information disclosure system, and timely disclose to members the annual work report, the report issued by the third party, the income and expenditure of membership dues and other information deemed necessary by the Council. Timely disclose to the public the registered items, articles of association, organizations, donations accepted, credit commitments, government transfers or entrusted matters, services available and operational information.
The Press spokesman system shall be established by the Council or the Standing Council to appoint or designate a responsible person as the press spokesman to take the initiative to respond to social concerns through regular or irregular press conferences, briefings and interviews on important activities, major events or hot issues of the Organization. The content of the press release shall be approved by the legal representative of the Association to ensure the correct direction of public opinion.
Article 61 The Commission shall establish an annual report system, and the contents of the annual report shall be disclosed to the Commission in time for public supervision. Those who fail to submit annual reports as required shall be listed in the list of abnormal activities of social organizations.
Article 62 The Association shall establish a credit commitment system focusing on the service content, service mode, service object and fee standard, and publicize the content of credit commitment to the society.
