Supporting enterprises in entering the international market and achieving mutual benefit and win-win results through fair competition. We will provide more services to large exporters and small and medium-sized foreign trade enterprises, and help them solve problems in production, financing, employment and logistics. We will increase support for cross-border e-commerce, overseas warehouses and other new forms of foreign trade, and build both online and offline exhibition platforms at home and abroad to support enterprises in stabilizing orders and expanding the market. (Ministry of Commerce, Ministry of Industry and Information Technology, Ministry of Human Resources and Social Security, Ministry of Transport, People’s Bank of China, China Banking and Insurance Regulatory Commission, China Council for the Promotion of International Trade and other relevant departments and units and their respective regions shall be responsible according to their respective responsibilities)
Specific measures:
1. By the end of 2022, we will establish more comprehensive pilot zones for cross-border e-commerce, and accelerate the introduction of more policies and measures to support the development of overseas warehouses. Encourage trade promotion organizations and exhibition enterprises to hold overseas self-organized exhibitions in the way of “domestic online peer-to-peer talks and overseas offline commodity exhibitions” to help foreign trade enterprises expand the market and win orders. (Ministry of Commerce takes the lead, China Council for the Promotion of International Trade and other relevant departments and units and different regions are responsible according to the division of responsibilities)
2. Encourage financial institutions to actively innovate trade finance products and upgrade trade finance services. Support financial institutions to provide customized credit products, export credit insurance and other financial products and services for overseas warehouse enterprises and projects in accordance with market-oriented principles. (The People’s Bank of China and China Banking and Insurance Regulatory Commission shall take the lead, and relevant departments of The State Council and various regions shall be responsible according to the division of responsibilities)
Continue to deepen the reform of customs clearance facilitation, promote the online handling of the whole process of customs clearance, improve the level of port collection and distribution, and smooth the industrial and supply chains of foreign trade. (General Administration of Customs, Ministry of Transport, Ministry of Commerce, National Railway Administration, China State Railway Group Co., Ltd. and other relevant departments and units as well as different regions shall be responsible according to their respective responsibilities)
Specific measures:
1. By the end of 2022, relying on the “single window” platform for international trade, we will strengthen inter-departmental information sharing and business linkage, and carry out trials of online verification of import tariff quotas and paperless customs clearance for corresponding goods. At ports where conditions permit, we will promote “direct lifting of imported goods alongside ships” and “direct loading of export goods upon arrival”. (The General Administration of Customs takes the lead, and relevant departments of The State Council and different regions are responsible according to their respective responsibilities)
2. Accelerate the reform of multi-modal transport such as “transit rail” and “transit water” for medium and long distance transportation of bulk cargo and containers, promote the construction of special railway lines, and reduce comprehensive freight costs. By the end of November 2022, at least 100 multimodal transport demonstration projects will be built.
